America basically lets people fall from their ships into the sea, and instead of building safety nets and ladders so those people can climb back to the ship and become crew members again, they just toss in food for them while they are floating helplessly.

Simply erect pod hotel-esque apartment buildings for the homeless and hire some light security to ensure orderly conduct. Open a food bank giving out bread, milk, oranges, bologna, and some cheap vegetables plus vitamins. They'll be off the street, out of hospitals, and such. It's a cheap, humane solution in the long run.
