You right. He should have pardoned Snowden. However, looking back in retrospect; Snowden would be dead the minute he left Russia. Weird as it may seem, Russia is the one place where our CIA kill squad will Not go to initiate "wet-work" operations.
It reminds me that France denied Edward Snowden asylum in 2013.
