Mongolia has higher elevation and there are no mountain ranges tall enough to stop the arctic winds from the north and not close to ocean to get humidity or rainfall
lol, 3.3 million people live in Mongolia and only 1.5 million live in Ulaanbaatar, not 3 million in Ulaanbaatar. And about 40% of the population of Ulaanbaatar live like that but some of these Ger district people live pretty good lives with good access to water and heat. It's just the poorest of the poor that live horribly like that. But pollution from burning coal is still a big issue.
