Also in Singapore, people from different race groups picked up each other's native tongues. Not necessary means that they can speak the language in full but they know some words here and there. You can speak a full sentence in at last two different languages and sometimes even more and still understands each other (for example between a Chinese person and a Malay person).
We walk freely & safe on the Singapore streets in the night. We have freedom of speech so long it's factual & not like US, freedom of speech are totally abused through fake news.
In norway we to a degree also try not to let immigrants create cultural bubbles, you learn traits from those around you, so if you're surrounded by mostly Norwegians you yourself learn to be norwegian on theory.
Check how maids and construction workers live there, the rights they don't have and how their are exploited. Of course, you exploit other third world masses and dump them when done, you are rich.
Effective government implies that there is a job it must do. What that job is depends on who you ask. Left right can be about big/small govt but I believe in this instance it's the reason for it's existence that's important: left being an active part in managing society and running it versus right where it's just a referee. Even then this reason is incomplete and vague and you can still find people who believe both things on the same side of spectrum
