I think having a family shelter, a single womans shelter and single mans shelter, offering substance abuse programs along with counseling and education would be a great place to start.
Just imagine that in AMERICA the percentage of the homeless is .2 % of the population. That is an incredibly low number. Considering how hard it is to provide for your family that is amazingly low. California has 47% of the countries homeless so because the weather is so phenomenal. Homeless people aren't stupid they are going to go where they don't have to hassle with cold weather, with seasons. It is a supposed our state's problem but they are from every other state in the country. Homelessness is a national problem. Take the 200,000 California homeless and spread them out all over the country, then fix it. That is what needs to be done. After that, then utilize government sponsored jobs etc.
