It’s definitely not for the welfare of all people, and I doubt it’s even a popularity campaign because in all sectors of society outside the intelligentsia it is very unpopular. The rich and influential have only ever had one goal, to further their wealth and influence, so whenever a movement gets “BLM’d” (which is to say hijacked by larger and wealthier institutions) automatically assume that the goal is to somehow further the wealth and power of the wealthy and powerful.
