I don't think Neil ever considers that the wealth disparity is not due to the dirt people walk on but the people themselves. Or rather the average quality of a person in a large group of people. When the average is high average wealth follows and there's not an extreme difference between the richest and the average person. His movies don't account for this, they portray the rich as being identical to the poor. If they were identical they wouldn't be poor, at worst they'd be very well mannered poor people like the amish.
