Saying "the lord's will will always triumph" directly contradicts the idea of free will. God didnt stop Eve from eating forbidden fruit supposedly because we had free will, so why would he stop people from building a city that he didnt tell them not to build. If u read the story for urself, this idea of what the story means is nowhere to be found. Pay attention to the reason God gives for destroying the tower, if u can find that he actually gives one.
