Facebook was originally a DARPA program. They most certainly mean to do everything they do. DARPA did extensive testing b4 they ever even released it to the public.

I’m a programmer and when I was getting my Master’s 4 years ago I was taking a business law and ethics course and we talked about how technology moves faster than regulations around it. They are absolutely right and I enjoyed this clip. Because if you think about it, who really owns the internet? There are organizations that determine the Internet's structure and how it works, but they don't have any ownership over the Internet itself. No government can lay claim to owning the Internet.
