"No room at the inn" is a mis-translation. The Greek word translated as inn is kataluma; this same word is later translated as Upper Room, where Jesus and the apostles celebrated the Last Supper. The only other mention of an inn is in the story of the "Good Samaritan"; here the word is pandocheion.
Next, the word "room" ; the Greek word means space rather than a room as we know it. Therefore the phrase should be "no space in the guest room".
A village the size of bethlehem probably would not have had a commercial inn; travellers would have expected to stay with family.
