For a thief to be punished that way he/she must meet the conditions
1- it has to be armed robbery
2- it has to be planned
3- not driven by hunger or starvation or death.
4- the treasury must be inside a save and locked, so if you steal something that is laying around you do not meet the conditions of the punishment.
5- it has to pass a certain amount of money
6- your criminal record must be filled with crimes
That is why it is extremely rare. taking in mind the Saudi people are religious and filled with honor where stealing is a humiliating crime and theft is considered for low life losers so moral is the real stopper here. In addition to the fact economy in Saudi is really good where poverty and unemployment is really low.
