The first Beast out of the Sea is a combination of both the Beast Roman Empire and the Beast Nero Caesar, he been the 666. Nero's Reign of terror against the Church lasted for 42 months AD 64 -68. Nero committed assisted Suicide in AD 68. TMOTB is all part and parcel of Nero's notorious reign.
The second Beast out of the Earth been Israel and it's Apostate Judaism. It was Corrupt Judaism that was the cause of Christ's Crucifixion, the killing of God's Prophets and the death of Stephen etc.
The Beast that received the mortal wound and yet lived, has to be talking about the ferocious Civil War that broke out in Rome straight after Nero committed Suicide AD 68. In that time everyone believed that this Civil War would be the death of the Roman Empire, that Rome could not survive this War. But miraculously Vespasian arrived in Rome with 60,000 loyal Roman Troops and using brute force took control of the City and stabilized it and saved in from total destruction.
