This video did not age well. Weinstein's arrogance is on full display, and it's ugly. He doesn't know WTF he's talking about, but that doesn't stop him from going into "unreasonable" (as he calls it) mode and speaking like he's a god who's irritated that his subjects are not obeying or even understanding his pronouncements.
How do otherwise intelligent people get to such a high level of arrogance, combined with shocking ignorance? Normally people around him would call him out, but because he's such an irritating asshole, they realize he's not worth the effort needed to unwind his colossal ego. So he continues to believe he's the smartest guy in every room.
He doesn't need to bother reading studies contradicting him, nor even admit the obvious fact that there are different types of masks and different environments, so it's idiotic to talk about masks in such cartoonish absolutes.
