I think tons of people bought EV stocks anticipating this vote. It would only be insider trading if this info was not available to anyone to speculate on. Speculation cant be illegal. Its much easier for an insider trade when its a sale, like selling when you know something bad is going to happen. Thats what Martha Stewart did. But buying on a tip, is basically the whole idea of investing. You buy a stock when you think you have some reason to get in.
