The older I get the more it feels there are a lot of stupid people out there, and that duct taping them for a bit would probably protect them as well as the rest of us. No one should be made to feel unsafe or subject to physical or verbal abuse, so controversial as it might be, I can really see the advantages of restraining someone with tape and sealing their mouth shut if they are kicking off, at least for a while, allowing them a cooling off period.
