Also the problem with the CIA is the same problem we have with companies in USA the money encourages bloat(unnecessary growth). Except it is much worse with government programs because you have to grow to get more funding then add on top of that this is an basically an shadowy attack government program then you have a major problem what if all your threats are not seen as actually prominent threats or they are fine with not escalating.
Ask yourself how many former CIA allied people, groups, or governments have we fought… They made their reason to keep existing and keep growing. Just because the average Joe's wish to act as if the past is compartmentalized doesn't mean these agencies will they can't afford to do that. Professionals keep tabs and long memories.
