There 14 books were agreed upon at the synods of Carthage and rome along with the 39 and 27
For the protestants Martin Luther was the one that tried to rip these 14 out along with attempting to rip out diff books of the nt canon that didnt agree with his new found philosophy .
The catholics use six of these deuteroconanicles
We orthodox use all 14
If u would look in book your talking bout in chapter 5, it says not only 24 are inspired (that's the tanakh form of the 39) but the 70 also are inspired. Being iv ezra was written before christ and before the lxx was compiled that would mean we should b using not only the deuteroconanicles but the psuedeopigrapha if the 4 ezra is inspired. The first chapter of iv ezra tho was written as an intro in latin being the book just dove right in with out explanation. Chapters 15-16 are juxt meant to b endings. Chapters 2-14 are the seven visions. Most of wich already fulfilled however chapters 11 and 12 that vision of the three headed eagle gives more info on daniel and revelation
