There is a very, very specific case in which apps work and remain relatively low key.
Firstly they would be GPS based gaming apps. The identity of the people that are hot, really doesn't matter. What matters is their status and proximity to others.
Secondly, this app would have to be rolled out as soon as a virus pops up. At this moment, at this test capacity, apps don't do shit. The virus is already so far out of control that we better hope the deathrate is far lower than even the best case scenarios at the moment.
