Consciousness doesn’t equate to intention the way we usually refer to it in humans. We humans don’t have free will arguably but we have the experience of having will. The universe works the same way. And, it’s quite possible that consciousness precedes all things and still operates in a way of being constantly in flux which randomly creates and causes newness. Just like evolution as you describe. It’s also very in line with the idea of the multiverse.
If we are conscious, then the universe must also be conscious. To think consciousness is limited to only living creatures by our definition is a very limited belief. And honestly, more egotistical as well. We do not know if the universe is conscious. It very well may be.
