Jude 6 refers to the second set of fallen angels. These are angels of Genesis 6. These angels ( sons of God) turned themselves into human beings and slept with human beings / daughters of men. Fallen angels will lucifer are not yet bound in chains but are freely moving about the universe as troublesome demons
