As an American I’m allowed to go where I want when I want. They can suggest or even demand but ultimately I’m responsible for me.
Germany has had a lot of success with one simple guideline for the general public:
"At all times, Distance of 1.5 meters (~5 feet) should be maintained between two individuals that do not belong to the same household."
As long as you follow that one rule, you can do whatever you like.
"We're asking people to be extra super responsible with this, but we don't ask the same thing about car accidents."
Last time I checked there are a ton of laws designed to avoid car accidents and you can be charged with manslaughter if someone dies as a result of your breaking them.
