They're prisoners joe…. picking up trash is a good thing for them. Exercise and outside time. Your the sadist for trying to keep them inside for the sake of garbage men. If you dont like the job switch jobs.

I bet if you asked the inmates there happy to do it
there are lots of companies that use prisoners. a simple google search will tell you which ones.
I personally think prisoners should be made to do what the hell ever. Don’t do the crime dumbass!
