They aren't forced. It is a privilege. They will fight over the position. Wouldn't you? How is that slavery? How much do you think it costs to house them?

Garbage work is rough in NOLA. Every morning they have to clean the human shit , puke, and piss off the sidewalks from the previous nights partying. Thats not during Mardi Gras. If you go to the French Quarter before 7 AM the smell will absolutely floor you
1) the city has a responsibility to save the taxpayers money
2) prisoner work programs are purely voluntary for the inmates. They choose to work for getting good behavior credit and some spending money in the canteen.
Basically if they choose to work it helps them out in the long run
