Adam, 2 Esdras 15:22,23 is not about this earth. God tabernacles with man on the new earth. God's sanctuary is on the new earth. All those wicked people he destroys have had a second chance. They heard the angel preach the gospel and they rejected it.
Revelation 14:6 And I saw another angel fly in the midst of heaven, having the everlasting gospel to preach unto them that dwell on the (new earth) earth, and to every nation, and kindred, and tongue, and people,
Revelation 14:7 Saying with a loud voice, Fear God, and give glory to him; for the hour of his judgment is come: and worship him that made heaven, and earth, and the sea, and the fountains of waters.
If you are ever going to understand future prophecy you need to understand that there will be wicked people on the new earth after the resurrection until the consummation of the first phase of the Abrahamic covenant when the wicked are destroyed. Then you can realize that Daniel 9:24 is a new earth prophecy that is fulfilled on the new earth.
Revelation 21:4 And God shall wipe away all tears from their eyes; and there shall be no more death, neither sorrow, nor crying, neither shall there be any more pain: for the former things are passed away.
"to make an end of sins", Dan 9:24 means "no more death", Rev 21:4.
Considering the resurrection at some point one really should simply believe the plain word of the Bible rather than 1900+ years of false teaching.

Does the city official in charge of the city's sewer live in the sewer? No? Then why do you assume that the angel in charge of the bottomless pit lives in the pit? The scorpions that come out of the pit do not attack those with the seal of God. They attack the wicked. The angel is doing God's will. So why do you assume he is a bad angel?
