Since they always shut down nukes and mess with military. Just a take but could it be us a thousand or so yrs in the future coming back trying to fix our mistakes of nuclear war. That would explain kinda why we see the more around the bases then in just random locations all the time. Nothing to really support this but it would kinda make sense we try to save ourselves. I do really agree with they are probably just monitoring us to keep us from destroying each other as well as pushing us towards a type 1 civilization.
