"Restaurants will open again but under different owners" is reference to a market move where you crash a market to buy assets cheap. If you know about the buy up of businesses in London after WWII (hailed the most genius market play of all time. Google is your friend) you will know exactly what he is doing and talking about.
The pandemic is real and the measures we are taking are good. Yet the rich are still making moves and exploiting the situation in a terrible manner.
TLDR ~ The rich will gain more assets and get richer.
