The hook thing is not a Canada thing, I live in Ontario
Its only certain registered rivers and lakes in Canada that you have to use barbless hooks. Most places you can use barbed hooks. Most of been a registered spot this guy is talking about or they just wanted to make it more difficult for the contestants
