My theory is that this is China's plan B in case war ever begins with the USA. First thing they would do is set off an NEMP to take out our satellites and then they would release thousands of these balloons to keep themselves operational.
So for people who don't know, it's a heli-type drone on a weather balloon. It's on the balloon so they can keep it in the air indefinitely. It can still use the drone though to move around. Also, you're the biggest fucking idiot if you don't know that it's the CIA.
