We had the homeless in hotels in New Zealand. It was only due to closed boarders that hotels and motels were available. The government subsidized income for the hotels/motels when they otherwise would of collapsed. When the boarders reopened and tourism returned the demand on the hotels meant they could charge full price and get better returns again. We do have relatively socialist government where support is available regardless although it did peak during the pandemic.
