I believe there is only one Biblical “second incursion” and it explains why Satan must be first bound in chains and put in prison BEFORE he receives his final Lake of Fire judgment.

Lucifer is already bound in chains, awaiting judgement. Lucifer broke the rules and contract that was given to him and his kind. Lucifer copulated and had offspring on this planet with a Human, which was prohibited and a big No No to him and all of the fallen.
Unfortunately, Satan never broke those rules and is now in charge of the fallen rebels.
Lucifer was not the first to go insane and go against the government of the Creator God, and he won't be the last 🙂
