Idea: What if it was nationally mandatory that LEOs carry 2-3 rubber bullets as their first rounds in the clip. This would serve as a warning to the potential threat before it becomes lethal. For most cases it serves better to have high training in de-escalation methods but it’s also important to understand a lot of cops shoot out of fear for their lives. We see everything thru our perspective but put yourself in their shoes.
